By a vote of 85-13, the U.S. Senate has confirmed Condoleezza Rice as Secretary of State. The 13 negative votes is the largest number of votes cast against a Secretary of State nominee in modern U.S. history. Rice becomes the first African-American woman to head U.S. foreign policy.
