O’Connor as the Swing Vote Justice

During her service on the Supreme Court, Justice Sandra Day O’Connor was considered to be the “swing” vote. That is, the justice considered most unlikely to always vote with either the conservative or liberal justices. The swing vote justice often ends up casting the fifth and deciding vote in the Court’s controversial 5-4 rulings.
