What is "Executive Privilege?"

Yesterday, President Bush used his presidential "executive privilege" in ordering former White House counsel Harriet Miers to defy a congressional summons ordering her to testify before a Senate panel investigating President Bush's role in the recent firing of eight federal prosecutors.
