'Bogus' Violation Reports Plague Head Start Programs

Is the Bush Administration out to torpedo President Lyndon B. Johnson's Head Start program? The National Head Start Association thinks that may be the case, as Head Start programs across the nation are suddenly being found out of compliance with federal regulations under a wide range of citations called "subjective and even bizarre."
