Right to Self Defense: A 28th Amendment?

Between state and federal government, some 23,000 gun control laws are now in effect. Most of them are considered by many people to be in violation of the 2nd Amendment's right to "keep and bear arms." In this Chron Watch article, Raymond Kraft suggest the need for the adoption of a 28th Amendment designed to clarify the meaning of the 2nd Amendment and to insure Americans the "right to self defense."
