Bush Orders National Alert and Warning System

President Bush on June 26, issued an Executive Order calling for the creation of a nationwide Emergency Alert System (EAS), intended to “alert and warn the American people in situations of war, terrorist attack, natural disaster, or other hazards to public safety and well-being,” and to “ensure that under all conditions the President can communicate with the American people.”

The order calls for the Alert System to be created and administered by the Department of Homeland Security, which already maintains the Terrorist Threat Level Advisory System.

Homeland Security is further tasked with ensuring that the new alert system is capable of warning persons with disabilities and “those without an understanding of the English language.”

The order issued by President Bush modifies and expands upon the National Emergency Communications System, originally created on April 3, 1984, by Executive Order 12472.
