During the budget fight-extended First Session of the 106th US Congress, 104 bills were passed and became Public Law when signed by President Clinton. While most of our104 new laws are either procedural or budget-related, several others will have a more substantial impact on Americans.

S.1543: A bill to amend the Agricultural Adjustment Act of 1938 to release and protect the release of tobacco production and marketing information. Public Law 106-47

Business / Finance

S.314: A bill to provide for a loan guarantee program to address the Year 2000 computer problems of small business concerns, and for other purposes. Public Law 106-8

S.388: A bill to authorize the establishment of a disaster mitigation pilot program in the Small Business Administration. Public Law 106-24

H.R.775: A bill to establish certain procedures for civil actions brought for damages relating to the failure of any device or system to process or otherwise deal with the transition from the year 1999 to the year 2000, and for other purposes. Public Law 106-37

H.R.1568: A bill to provide technical, financial, and procurement assistance to veteran owned small businesses, and for other purposes. Public Law 106-50

S.900: An Act to enhance competition in the financial services industry by providing a prudential framework for the affiliation of banks, securities firms, and other financial service providers, and for other purposes. Public Law 106-102

Consumers

H.R.1183: A bill to amend the Fastener Quality Act to strengthen the protection against the sale of mismarked, misrepresented, and counterfeit fasteners and eliminate unnecessary requirements, and for other purposes. Public Law 106-34

Children

S.249: A bill to provide funding for the National Center for Missing and Exploited Children, to reauthorize the Runaway and Homeless Youth Act, and for other purposes. Public Law 106-71

Crime / Law Enforcement / Public Safety

H.R.1379: A bill to amend the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999, to make a technical correction relating to an emergency supplemental appropriation for international narcotics control and law enforcement assistance. Public Law 106-35

H.R.2367: A bill to reauthorize a comprehensive program of support for victims of torture. Public Law 106-87

S.800: A bill to promote and enhance public safety through the use of 9-1-1 as the universal emergency assistance number, further deployment of wireless 9-1-1 service, support of States in upgrading 9-1-1 capabilities and related functions, encouragement of construction and operation of seamless, ubiquitous, and reliable networks for personal wireless services, and for other purposes. Public Law 106-81

Defense / Military

H.R.4: A bill to declare it to be the policy of the United States to deploy a national missile defense. Public Law 106-38

H.R.1664: A bill making emergency supplemental appropriations for military operations, refugee relief, and humanitarian assistance relating to the conflict in Kosovo, and for military operations in Southwest Asia for the fiscal year ending September 30, 1999, and for other purposes. Public Law 106-51

H.R.2465: A bill making appropriations for military construction, family housing, and base realignment and closure for the Department of Defense for the fiscal year ending September 30, 2000, and for other purposes.  Public Law 106-52

Education

H.R.800: A bill to provide for education flexibility partnerships. Public Law 106-25

Environment / Energy Conservation

S.880: An Act to amend the Clean Air Act to remove flammable fuels from the list of substances with respect to which reporting and other activities are required under the risk management plan program, and for other purposes. Public Law 106-40

S.507: An Act to provide for the conservation and development of water and related resources, to authorize the United States Army Corps of Engineers to construct various projects for improvements to rivers and harbors of the United States, and other purposes.  Public Law 106-53

H.R.2981: A bill to extend energy conservation programs under the Energy Policy and Conservation Act through March 31, 2000.  Public Law 106-64

Federal Employees

H.R.457: A bill to amend title 5, United States Code, to increase the amount of leave time available to a Federal employee in any year in connection with serving as an organ donor, and for other purposes.  Public Law 106-56

H.R.3122: A bill to permit the enrollment in the House of Representatives Child Care Center of children of Federal employees who are not employees of the legislative branch. Public Law 106-100

Immigration

H.R.441: A bill to amend the Immigration and Nationality Act with respect to the requirements for the admission of nonimmigrant nurses who will practice in health professional shortage areas. Public Law 106-95

Religion

S.1546: A bill to amend the International Religious Freedom Act of 1998 to provide additional administrative authorities to the United States Commission on International Religious Freedom, and to make technical corrections to that Act, and for other purposes.   Public Law 106-55

Veterans

H.R.1376: A bill to extend the tax benefits available with respect to services performed in a combat zone to services performed in the Federal Republic of Yugoslavia (Serbia/Montenegro) and certain other areas, and for other purposes. Public Law 106-21

H.R.1568: A bill to provide technical, financial, and procurement assistance to veteran owned small businesses, and for other purposes. Public Law 106-50
