7:00 am - The Washington Post reported that after the Sept. 11, 2001 terrorists attacks, President Bush created a "shadow government" of about 100 senior civilian managers to live and work outside of Washington, D.C. in order to continue federal rule in the event of a catastrophic attack on the capital. 6:00 am - A second West Bank refugee camp was invaded by the Israeli military as Palestinian officials claimed the raids were designed to derail peace negotiations. At least one Palestinian was killed and 36 wounded in the Israeli early-morning raid of the Jenin refugee camp in the northern West Bank. [See: New Israeli Assault in West Bank (Reuters)]
