DefendAmerica.mil 7:00 am - The Washington Post reported that after the Sept. 11, 2001 terrorists attacks, President Bush created a "shadow government" of about 100 senior civilian managers to live and work outside of Washington, D.C. in order to continue federal rule in the event of a catastrophic attack on the capital. [See: Shadow Government Is at Work in Secret (Washington Post)] 6:00 am - A second West Bank refugee camp was invaded by the Israeli military as Palestinian officials claimed the raids were designed to derail peace negotiations.
