Not Confirmed: 7:00 am - The LA Times reported that the Bush administration, in secret report, has directed the Pentagon to prepare plans to construct and use smaller nuclear weapons for use in battlefield situations against at least seven potential enemy nations. According to the newspaper, the report was presented to Congress on Jan. 8, 2002 and lists the countries of: China, Russia, Iraq, North Korea, Iran, Libya and Syria. Under the plan, the U.S. would use the small nuclear weapons only against military targets, and only in retaliation for attack with nuclear, biological or chemical weapons; or "in the event of surprising military developments," reported the Times.
