"Tensions have risen to serious levels and the risk of intensified military hostilities between India and Pakistan cannot be ruled out," said the State Department notice. FBI Gets More Freedom for Domestic Surveillance (Reuters) - U.S. Attorney General John Ashcroft announced that the FBI would begin operating under new guidelines allowing agents to attend public gatherings, inter public places and surf the Internet without evidence of criminal activity. Ashcroft said the change would allow enhance the FBI's counter terrorism efforts.
