FBI Was Told It Was Not Meeting Terror Threat (Reuters) - The New York
Times reported that a secret internal FBI memo generated prior to the
Sept. 11 attacks warned of a significant threat from Middle Eastern
terrorists. The memo outlined the lack of resources on the part of the
Bureau to adequately combat such a threat.

Gets More Freedom for Domestic Surveillance (Reuters) - U.S. Attorney
General John Ashcroft announced that the FBI would begin operating under
new guidelines allowing agents to attend public gatherings, inter public
places and surf the Internet without evidence of criminal activity.
Ashcroft said the change would allow enhance the FBI's counter terrorism
efforts.
