3:00 pm - United Airlines announced it would immediately begin the installation of steel bars on the cockpit doors of all of its aircraft. United Officials stated they received a waiver from the FAA allowing the modifications to the planes without having to follow the regular re-certification process. [See: United to install steel bars on cockpit doors (APonline - Nando)] 3:00 pm - The Department of Defense announced that Secretary of Defense Rumsfeld would travel to the Middle East. While the specifics of Rumsfeld's trip were not disclosed, Defense Department spokeswoman Victoria Clarke stated the Secretary would be meeting with regional leaders "to talk about the campaign against terrorism and have consultations at the highest levels." [See: Rumsfeld Going to Middle East as Buildup Continues (Reuters)] 12:15 pm - The U.S. State Department issued an announcement that "symbols of American capitalism" in Italy faced possible attacks by "extremists groups" during October. "The department has received information that 'symbols of American capitalism' in Italy may be targeted for attack in the next month," said the State Department in a public announcement. [See: Complete Text of State Department Bulletin] 11:50 am - Taliban ambassador to Pakistan Salam Zaeef stated at press conference that the Taliban had not yet been shown evidence against Osama bin Laden and refused to turn him over to any country without proof of his implication in the September 11 attacks against the United States. "We want justice," stated Zaeef, stressing that Afghanistan did not want war, but needed food, shelter and help with reconstruction. Stating that Afghanistan condemned terrorism, Zaeef repeated the Taliban's desire to negotiate with all countries involved. When asked to comment on Britain Prime Minister's Blair's earlier warning that the Taliban would be removed from power unless they surrendered bin Laden, Zaeef stated, "Only Allah can change Afghanistan's regime." 10:15 am - NATO Secretary-General George Robertson declared U.S. evidence implicating Osama bin Laden as the person behind the September 11 terrorist attacks against New York City and Washington, D.C. as "compelling and conclusive." Robertson stated "It is clear that all roads lead to al Qaeda and pinpoint Osama bin Laden as having been involved in it." [See: NATO: U.S. evidence 'compelling' (CNN)] 6:00 am - CNN reported that Britain's Prime Minister Tony Blair would, through a speech to Parliament warn Afghanistan's Taliban the it faced a last chance to hand over Osama bin Laden or face attack. According to sources, Blair will tell Parliament that combined U.S. and British forces would, "eliminate [the Tabliban's] hardware, disrupt their supplies, target their troops.
