Abortion
If the Declaration of Independence states our creed, there can be no right to abortion, since it means denying the most fundamental right of all, to human offspring in the womb. But if human beings can decide who is human and who is not, the doctrine of God-given rights is utterly corrupted. Abortion is the unjust taking of a human life and a breach of the fundamental principles of our public moral creed. -- www.keyes2000.org

Budget/Economy
We must take away the government’s credit card. With limits on both tax revenue and borrowing, the Federal government would finally be forced to get serious about spending cuts. That’s why a balanced budget amendment to the Constitution, with barriers to both borrowing and spending, is the best way to secure budget discipline. -- www.keyes2000.org 

Civil Rights
Preferential affirmative action patronizes American blacks, women, and others by presuming that they cannot succeed on their own. Preferential affirmative action does not advance civil rights in this country. It is merely another government patronage program that secures money and jobs for the few people who benefit from it, and breeds resentment in the many who do not. Crime
Q: The Pope condemned capital punishment. A: Having read the Encyclical, the Pope reasserted the Church’s traditional doctrine on capital punishment and He cautioned against the abuse of that position and said that it would be very rare. Q: You do agree it should be rare? A: Oh certainly. I’ve never been somebody who thought that you should be applying capital punishment indiscriminately. But I do believe that it is necessary in certain instances in order for a society to show due respect for life. -- Larry King Live 4/4/95

Defense
I would put in place the kind of anti-missile defenses that can be extended as an umbrella to protect Taiwan when they come under threats from China. Self-determination, allowing people to decide their own destiny, has been fundamental to American foreign policy for decades. We should certainly stand for it where the Taiwanese are concerned. We should make it clear that any attack by the Communist Chinese would, in fact, mean a military confrontation with the United States. -- New Hampshire GOP debate 12/3/99

Drugs
Q: How do you plan to continue with the war on drugs? A: The problem is very simple: You can’t sustain self-government without self-discipline, and the drug problem is a symptom of that. We proliferate laws; we even have started to invade property rights and do other things that are tearing down our system of liberty. Why? Education

Environment
Since the Republic was founded, the family farm has been understood as one of the bedrock sources of the moral character of this nation, of the sense of the combination of individuality and commitment to community. We lose the family farm and we lose the nursery of America’s moral character. We therefore have a stake that goes beyond money, it goes beyond food. Families/Children
We must end government programs like the family-destroying welfare system and sex-education courses that encourage promiscuity. These programs actually hasten the moral breakdown. Our first priority should be restoring the moral and material support for the marriage-based two-parent family. The disintegration of the family is the major contributing factor in poverty, crime, violence, the decline in educational performance, and a host of other expensive social problems. -- www.keyes2000.org 

Foreign Policy
Q: Do you think our reasons for withholding payment from the UN are valid? A: I do think they’re valid. To try to get the United Nations to reform its wasteful practices, reform its opposition to the free enterprise approaches that could actually help countries around the world to develop, we withheld those dollars. And I’d continue to withhold them today because the organization has not responded, it has not reformed. Free Trade
Everybody else is busy arguing about whether China should be in the WTO. I look at an organization that is unrepresentative, elected by no one, where dictators and tyrants have the same right to send representatives to make substantive decisions that will affect our jobs & livelihood in a fashion totally contrary to our constitution. The question isn’t whether China should belong to the WTO. The question is whether the US should belong to an organization that violates our constitutional principles. -- Iowa GOP debate 12/13/99

Government Reform
Rich folks who want to give a lot of money to candidates and causes they believe in, [should do so not from] behind PACs and camouflage, but under their own names, right out into the political arena. That will itself regulate participation of money in our politics. Gun Control
The 2nd Amendment was not put into the Constitution by the Founders merely to allow us to intimidate burglars, or hunt rabbits to our hearts’ content. The Founders added the 2nd Amendment so that when, after a long train of abuses, a government evinces a methodical design upon our natural rights, we will have the means to protect and recover our rights. That is why the right to keep and bear arms was included in the Bill of Rights. -- www.keyes2000.org 

Health Care
Q: Should health care be provided by more of a combination of government & churches & philanthropic organizations? A: The best way to regulate these matters and the best way to achieve results is not just to concentrate on how you pay for everything, but to concentrate on how you keep the costs down. We need an approach that will put the consumer of medical services in the driver’s seat and that will not just help to pay for things. If the costs keep skyrocketing, what good is it to keep throwing money after those higher costs? We need a system that will bring those costs down. And the system that brings the costs down in every other area of our lives is a consumer-policed system of competition where people have the right to make their own choices and can then carry the dollars that they’re going to use in a way that achieves the best results for them. Wherever we’re going to spend this money, we ought to voucherize it and let people make their own choices as to their medical care. -- Iowa GOP debate 12/13/99

Schools
I strongly favor letting the parents take over the education process. With the parents in the lead, we will know that the cooperation between home, school and faith has been restored. The money we spend on education should follow the choice of the parents, not the choice of educrats & politicians. Let parents decide where the per capita spending is going to go. Q: Doesn’t a sales tax disproportionately hit the poor over the wealthy? A: The present tax system, which allows you to escape taxation if you’re wealthy enough to pay accountants and lawyers, is what disproportionately hits the poor and the working middle class people of this country. Under my system you don’t pay taxes until you decide how to spend your own money. Yes, that’s going to mean some sacrifices.
