House Passes Military Construction Bill

The U.S. House of Representatives, in a 386-22 vote, today passed The Military Construction Appropriations Act of 2001 -- H.R. 4425 allocating approximately $8.6 billion for new construction and renovation to military facilities, family housing and military base realignment and closures for the fiscal year ending September 30, 2001.

This was the first of the thirteen "appropriations" bills comprising the spending portion of the annual federal budget to come before the House.

Final approval of the typically non-controversial Military Construction Appropriations Act may be complicated this year due to a provision in the Senate version of the bill -- S. 2521 -- setting a July 2001 cutoff date for funds to continue U.S. military activities in Kosovo.

This provision also directs the President to develop a plan by which NATO countries, other than of the United States, and appropriate non-NATO countries will provide all ground combat troops necessary to continue peacekeeping activities in Kosovo by July 1, 2001.

The bill is currently being debated in the Senate.

Secretary of Defense William Cohen has indicated he will recommend that President Clinton veto any military spending bill containing the Kosovo funding cutoff provision.
