House Passes Three Emotion-charged Bills

The U.S. House of Representatives on Tuesday, Sept. 26, 2000 passed bills relating to partial-birth abortion, taxpayer rights and violence against women in an often emotional 15-hour session.

The Born-Alive Infants Protection Act, The Violence Against Women Act of 2000 and  The Missing Children Tax Fairness Act of 2000 were among 27 bills considered under the House rules of "suspension," meaning that each bill is debated for no more than 40 minutes, may not be amended and requires a 2/3 vote for passage.

Of these three bills, the only one like to be considered and passed by the Senate is the The Violence Against Women Act of 2000. If the bill is not passed by the end of this session of Congress, scheduled for October 6, funding for many of the programs established under the original Violence Against Women Act of 1994 will run out.

Between now and October 6, Congress will be spending most of the remaining few days of this session trying to complete work on the FY 2001 federal budget. Of the 13 required budget appropriations bill authorizing and allocating government spending for next year, only two have been passed by Congress and signed by President Clinton.
