Status of Appropriations Bills - 2001
The core of the annual federal budget process, and the part that can cause government shutdowns, are the spending or the discretionary "appropriations" bills that should be passed by Congress and signed by the President prior to October 1, the start of the new federal fiscal year. These bills authorize the annual expenditure of money to fund the operations of all the basic functions of the federal government.
