U.S. Sen. Arlen Specter earned a reputation as a survivor not only for his political acumen over the course of three decades in Washington, but for his hard-fought battle against cancer as well.

Specter, known as a relentless fighter, won and won again.

Why was he on our list of biggest losers?

Pennsylvania's longest-serving senator, one of the last remaining moderates in the nation's Capitol, couldn't pull the rabbit out of the hat for a sixth time. He lost the Democratic primary in 2010 after switching parties, a move he openly admitted was designed to get him re-elected.

It didn't.
