President Ronald Reagan didn't officially pardon a turkey, but he used the Rose Garden ceremony as a vehicle for political satire, a symbol of the "carnivalesque politics of the Iran-Contra scandal, according to the book More Than A Meal by Karen Davis. "As a former movie actor now on the political stage, Reagan was well suited to conducting the ceremony," Davis wrote.
