Real ID Act Could Costs States $11 Billion

The federal Real ID Act, a measure abstractly tied to controlling terrorism and immigration, will require Americans to produce a tamper-proof, photo ID card in order to do things like drive and, oh yes, vote. It will be the duty of the states to implement the Real ID Act, an exercise the nation's governors complain will cost the states about $11 billion over the next five years.

According to the National Governors Association (NGA), implementation of Real ID will require the states to:

  • Produce and re-issue new Real ID-compliant drivers licenses and identification cards to all 245 million current license holders within five years;

  • establish on-site identification verification procedures at the source of issuance; and

  • meet specific security and production requirements for the new card.

"States feel it is vitally important for Congress and the administration to understand the substantial fiscal and operational cost of altering state systems," said NGA Executive Director Raymond C. Scheppach in a press release.
