Carter-Baker Voting Reform Commission Issues Report

U.S. Politics Guide Kathy Gill reports that the Jimmy Carter - James Baker Federal Voting Commission, working to restore the American people's "confidence in the fairness of elections," has issued recommendations including requiring voters to produce a photo-ID at the polls, requiring electronic voting machines be required to keep a paper (voting audit) trail and asking the media to change their election coverage procedures.
