Defense

Drugs 
We must firmly resist the legalization of narcotics, including marijuana and other 'soft' drugs. I support incarceration of narcotics offenders, including chronic users. We must be alert to new forms and patterns of drug abuse, such as the disturbing plague of methamphetamines in the American heartland. We need to encourage the use of faith-based rehabilitation programs, and redouble our efforts to interdict the flow of drugs across our borders. -- www.bauer2k.com

Education
I agree that the majority of the American people believe that God had a hand in the creation of life on earth. Evolution is a theory; yet it’s taught in our schools as if it cannot be questioned. The American people want their children exposed to both of those ideas. Environment
Private property has been under assault and property rights have been whittled away. The Secretary of Interior [said] that property rights as we know them are dead. I would reverse this trend by assuring that the constitutional limitations on federal power, the Tenth Amendment and the "takings clause" of the Fifth Amendment are being observed and by making sure that regulations do not cost more than the benefits they achieve. -- www.bauer2k.com

Families/Children
Clinton’s child-care plan ignores the fact that most Americans who do seek help with child care choose a relative or neighbor, not the local Kid Corral. Less than a third of all children younger than five rely on an organized facility for day care, and twice as many poor Americans (those making less than $10,000 a year) have their children cared for by relatives than do the rich. Foreign Policy
America is, in my view, a nation with a calling. America’s prime purpose in the world should be not only our own national defense, but to advance and protect the cause of freedom. I don’t think this is utopianism. I don’t think it’s some starry-eyed view of far away crusades. I believe it’s a view born of the deepest, and most profound kind of realism. And more than that, it is key to American history. And I believe it has got to be the center of American foreign policy now. -- Speech at Harvard 4/13/99 

Free Trade
The politicians pulled another fast one. They said to farmers: We’re going to put you more at risk in the international marketplace. But in exchange, we’re going to fight to open up markets around the world. They did not keep their end of the bargain. Europeans keep our beef out with this excuse about growth hormones. They keep Iowa corn out because of genetic engineering. European governments fight to protect their farmers. We need a government that will fight to protect American farmers. -- Iowa GOP debate 

Government Reform
Large contributions from either big labor or big business to the two political parties are corrupting. It’s one thing for somebody to donate $1,000, which is the Federal limit, but when a corporation or a union can write a two million or a five million check to the Republican Party or to the Democratic Party, we all know that that buys access that no average American can meet. So I will support having campaign reform that gets at the special interest in both parties. I think we need to do it. -- Arizona GOP debate 

Gun Control
Eighteen gun laws were violated that day in Littleton, Colorado. I don’t think anyone believes a 19th or 20th is going to stop the tragedies that we are seeing. -- CNN 5/10/99 

Health Care
Human life has dignity at every age; the taking of innocent human life is always wrong. I believe our nation at every level of government must reject any scheme to permit or promote assisted suicide and euthanasia. We must encourage new efforts to assist patients approaching the end of life to cope with their pain through medical, psychological, and social means. -- www.bauer2k.com 

Schools
Q: What would you do about the growing disparity between technological haves and have-nots? A: We’ve got a real disparity in American education. Many of the suburbs have a lot of resources. But in the inner cities, we’ve got schools that just aren’t working. [We should] provide educational choice for those parents. Tax Reform
Q: Do you favor a flat tax? A: With a flat tax, what you describe as income becomes all-important. And how you see America’s wealth being created is all-important. My flat tax proposal recognizes that the real wealth of America is in our families. I have a 16% across-the-board rate. Welfare/Labor
I strongly support the heroic work being done by churches, non-profits, and people of faith and compassion to reach out to drug addicts, prisoners, and women facing problem pregnancies. For example, the Step Academy [in VA] helps inner city men and women through a two-year job and skills training program. The Jobs Partnership [in NC] similarly provides a dynamic private sector alternative to bureaucratic government management.
